This article looks at British Columbia’s Energy Step Code and in particular the City of Vancouver’s approach to achieving zero emissions in all new construction by 2030. The Step Code is and opt-in regulation that gives local government the opportunity to pursue above code performance levels.
Performance is assessed based on energy modelling with Vancouver requiring all modelling for houses to be in the Canadian HOT 2000 or the Passivhaus PHPP. Above a certain size only Passivhaus modelling is allowed.
Vancouver’s Zero Emissions Buildings Plan would make Passivhaus thermal performance a requirement for rezoning applications by 2020.
